The lineup for WWE Elite Legends 12 was revealed today during the WWE.com unveiling. That series includes a heavyweight lineup of Kevin Nash, Junkyard Dog (with blue tights chase variant), Billy Gunn, and “Rowdy” Roddy Piper.
The 12th wave appears to be the beginning of DX Army action figures with the camo pants, revamped D-Generation X cloth shirt and helmet.

I’m not sure there was a preorder for 11. I’ve seen labels being out today for legends series 11 and ultimate flair and stone cold for august 1st
